District 9 is nestled between the mountains of the Sierra Nevada and the Nevada border, serving the Counties of Inyo, Mono, and eastern Kern. With popular and well known National and State Natural parks, the District also encompasses Mount Whitney, the highest elevation in the contiguous United States, and Death Valley, the lowest elevation in North America.

The District 9 Partner Team included representatives from regional and local agencies, the local indigenous tribes, and bicycle advocacy groups. Through a series of meetings and workshops, this team provided input and guidance on bicycle and pedestrian needs and opportunities throughout the region to guide the development of the District 9 Active Transportation Plan.
