District 12 - Orange County
Caltrans District 12 encompasses Orange County in Southern California. The County is highly urbanized and economically vibrant, making it the State’s 3rd most populous county with an approximate population of 3.1 million. Its great weather and numerous attractions make it an inviting destination for residents and visitors alike. The variety of trails, parks, and beaches, including Bolsa Chica State Beach and the Santa Ana Mountains, provide ample opportunities for active transportation and other outdoor activities.
District 12 Caltrans Active Transportation Plan
The District 12 Caltrans Active Transportation (CAT) Plan will identify locations for bicycle and pedestrian improvements on, across, or parallel to the State Highway System in Orange County. The Plan’s overarching goals are to strengthen and connect local active transportation networks and improve safety and access for people. There is also a large emphasis on social equity, partnerships, and robust engagement.
The public & partners will play an important role in shaping the plan by participating in online map-based surveys. The surveys allow people to indicate where they have bicycling and walking concerns along or near state highways. Survey responses will provide helpful data about the type and location of improvements needed.

The development of the D12 CAT Plan is being guided by representatives from regional and local agencies from Orange County, as well as from community and bicycle and pedestrian advocacy groups. Through a series of meetings and workshops, these representatives and groups provide input and guidance on the bicycle and pedestrian needs and opportunities throughout the District. These will further the goal of strengthening partnerships between agencies, communities, advocacy organizations, and community groups.
